In the Climate Change Act, the UK government set targets to reduce carbon dioxide emissions by 80% of the 1990 levels by 2050.
In 2007, Network Rail commissioned RSK to prepare a climate change and energy reduction strategy to achieve a 20% carbon dioxide reduction for its non-traction activities. The project remit covered rail infrastructure operated by the client such as stations, depots and maintenance and trackside operations The strategy was approved by Network Rail’s board and has been implemented. A financial appraisal identified annual savings of £7–12 million and a payback period of approximately six years.
