High land values and limited development space have resulted in a significant increase in the number of planning applications for basement developments in London. This has resulted in growing concerns about the potential impacts that basement developments may have on both the built and the natural environment. In response, some London Boroughs have formalised a requirement for basement impact assessments as a significant material consideration in determining applications for planning permission. The Royal Borough of Kensington and Chelsea pioneered this approach in 2009 (Subterranean Development SPD) and was closely followed in 2011 by the London Borough of Camden (CPG4: Basements and Lightwells). Other London boroughs are now implementing similar requirements.
